Per today's notice in the Federal Register, the Department of Homeland Security has proposed to revise its FOIA regulations in order to "eliminate the provision for 'brick and mortar'’ public reading rooms, amend DHS rules for third-party requests for records, and add information about proactive DHS disclosures."
